Prescription Drug Benefit Changes Effective February 1, 2005
All Active Participants and Retired Participants without Medicare of the Hawaii Electricians Health and Welfare Fund:
Over the past five (5) years, the cost of drug benefits of our Fund increased each year at an average rate of 12.4% for Active Employees and 15.6% for Retirees under Age 65. To help contain the escalating cost of drugs, the Trustees have made the following changes to the Prescription Drug Benefit plan.
- The Trustees selected TIMES PHARMACIES (Central Fill) Program as our long-term prescription provider;
- Replaced Express Scripts with WALGREEN'S as our long term prescription mail order provider; and
- Changed the reimbursement for drug purchases (Direct Reimbursement Program) from 90% of BILLED CHARGES to 90% of ELIGIBLE CHARGES.
The Trustees made these changes not only to contain or lower the drug cost to you and the Fund but to provide a better drug delivery system for you. You now have the option of filling your long term prescriptions at TIMES PHARMACIES by paying the co-payment, rather than by paying for the total cost of the prescriptions and filing a reimbursement claim.
ELIGIBLE DEPENDENTS: (EFFECTIVE JANUARY 1, 2007)
The following is a modification to the Eligible Dependents provision of the Summary Plan Description (page 11 & 12)
NOTE: If your eligible dependent spouse or child is gainfully employed and has worked 20 or more hours per week for four (4) consecutive weeks, or is covered by another collective bargaining health benefit plan, your working dependent spouse or child must enroll in his or her employer’s health benefit plan. Coverage will not be afforded under the Hawaii Electricians Health and Welfare Fund for an eligible dependent spouse or child on a primary basis.
***IF YOU HAVE A DEPENDENT SPOUSE OR CHILD IN THE SITUATION ABOVE, THEY SHOULD CONTACT THEIR EMPLOYER IMMEDIATELY SO THAT THEY CAN ENROLL IN THEIR EMPLOYER’S MEDICAL PLAN.***
HOW TO FILL YOUR PRESCRIPTIONS

SHORT TERM PRESCRIPTIONS |
You can fill your Long Term Prescriptions (60 days supply limit per prescription) by:
- Going to any TIMES PHARMACIES (on Oahu only); or
- Using Walgreen's Mail Order Program; or
- Going to any other Pharmacy.
If you go to TIMES PHARMACIES to fill your prescriptions (on Ohau only):
You will pay a co-payment for a 60 days supply (refills) of $4.00 for each generic drug or $12.00 for each Brand Name drug. (NOTE: If this is the first time you are taking this drug the Times Pharmacist will fill your prescription for up to a 15 day supply and you will pay a co-payment of $4.00 for Generic Drugs or $12.00 for Brand Name Drugs.)
If you go to any other pharmacy (Maximum 60 day supply):
You must pay the full retail cost of the drug at the time of purchase, and submit a claim for the purchase with the Hawaii Electricians Health & Welfare Fund. You must file your drug claim within 90 days of the date the prescription was filled or no benefit will be paid. You will be reimbursed for your drug purchase based on 90% of the Eligible Charge (the Eligible Charge is calculated at 90% of the Average Wholesale Price plus a $3.00 dispensing fee) and not on the price that you paid for the drug. This will have a greater out of pocket expense for you under this Direct Reimbursement Program.
If you prefer to have your prescriptions mailed to your home (Maximum 90 day supply):
You may use the Walgreen's Mail Order Program. You can obtain Walgreen's Mail order form from the Hawaii Electricians Health and Welfare Office. Complete the mail order form and mail it in the pre-addressed envelope. You will receive your prescription in the mail in about 2 weeks. Your cost for the 90 days supply of the drug is $4.00 for each Generic Drug or $12.00 for each Brand Name Drug.

You can fill your short term prescriptions by:
- Going to any Times Pharmacies (on Oahu only); or
- Going to Point of Service Pharmacies; or
- Going to any other Pharmacy.
If you go to Times Pharmacies or any Point of Service Pharmacies:
You will pay a copayment of $4.00 for each Generic Drug or $12.00 for each Brand Name drug up to a 15 day supply (3o day supply for Neighbor Islands) for each drug.
If you go to any other pharmacy:
You must pay the drug cost if full at the time of purchase, and submit a claim form to the Hawaii Electricians Health and Welfare Fund Office. You must file drug claims within 90 days of the date the prescription was filled or no benefit will be paid. You will be reimbursed for your drug purchase based on 90% of the Eligible Charge (the Eligible Charge is calculated at 90% of the Average Wholesale Price plus a $3.00 dispensing fee and not on 90% of the price that you paid for the drug.) THIS WILL HAVE A GREATER OUT OF POCKET EXPENSE FOR YOU UNDER THIS DIRECT REIMBURSEMENT PROGRAM.

Please note that the Longs Drug Stores ON OAHU is for maintenance prescriptions only. The first time you go to Longs to fill your maintenance prescriptions you will need to 1) Have your doctor provide you with a new prescription to establish your records at Longs. If you have already completed your initial 15 day fill (at Times) and you now are on the 60-day supply, please have your doctor notate this. 2) You can have Times transfer your prescription to one of the Longs locations. If you have already completed your initial 15 day fill (at Times), please verify that Times passes this information over to Longs. Please note that this option only applies to maintenance drugs. If you go to Longs for acute (short term) prescriptions, you will need to pay for the prescription out of pocket and then submit a claim to the Hawaii Electricians Health & Welfare office for reimbursement.
